What did taxpayers get for Carney's $157,189 Armenia weekend?

Global Affairs Canada awarded $157,189 in sole-sourced contracts to four Armenian companies to house and drive Prime Minister Mark Carney's party in Yerevan, a trip whose official readout lists no agreements or funding announcements.

Global Affairs Canada awarded $157,189 in sole-sourced contracts to four Armenian companies to house and drive Prime Minister Mark Carney's party in Yerevan for the European Political Community summit of May 2 to 4, 2026, a trip whose official readout lists no agreements or funding announcements. The figures are contract values at award, not final payments.

The largest contract, $104,679.90, went to Alexander Hotel LLC for "Accomodation services for PM visit to Armenia." The Alexander, a Luxury Collection Hotel, is a 114-room Marriott property billed at its opening as Armenia's first internationally branded luxury hotel. It is dated April 28, the day the trip was announced, and runs to May 6; the visit was May 2 to 4, and the record does not say who stayed. The Alexander record cites the exception that it was "not in the public interest to solicit bids."

Three more sole-source contracts followed: Republica LLC, for rooms at the Republica Hotel, $19,845.28 amended up to $31,102.72; "HIY" LLC for rooms at an Ibis hotel, $10,637.68, dated May 14, after the summit; and Hyur Service LLC for transportation, $10,768.64. Each lists one bid. Flights, security and meals are not included.

Carney went at the invitation of European Council President Antonio Costa and Armenian Prime Minister Nikol Pashinyan, the first non-European leader to attend, according to Costa and the Prime Minister's Office. The PMO called it the first official visit to Armenia by a Canadian prime minister in nearly a decade; its readout of the May 3 meeting with Pashinyan records only that the leaders agreed to keep working together. Sevag Belian of the Armenian National Committee of Canada, who faulted Carney for not publicly raising Azerbaijan's treatment of Armenians, told CP24: "The visit to Armenia really was just a photo-op."

The Yerevan contracts come on top of the $1.38 million in hotels and limousines Rebel News documented for Carney's June trip to Europe and the G7 at Evian.

Carney, sworn in March 14, 2025 and winner of the April 28, 2025 election, accepted the invitation. The contracts were awarded by Global Affairs officials under Foreign Affairs Minister Anita Anand, appointed by Carney on May 13, 2025; the records flag no minister's-office involvement. The buyer on the Alexander record is Ryan Miller; the other three name Marie-Chantal Theriault.

A weekend that produced no agreements, and a $104,680 luxury hotel contract dated the day the trip was announced.
